The Former President's Progressive Warning Overlooks Europe's True Threat: Technological Stagnation.

The recent US national security strategy presents a flawed assessment of the European Union. The document asserts that open-border policies and what it terms "woke" agendas pose an grave risk to European civilization. Yet, this perspective rests on a serious misinterpretation of the reality. The true challenge facing Europe is not societal but economic and technological lag.

A Glaring Growth Gap Between Europe and the US

The data reveal a sobering picture. From 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent increase for the European Union. Over this period, European income per person dropped from 76.5% to just 50% of the American figure. Remarkably, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Currently, roughly 50% of the world’s 50 largest technology firms are US-based, while only four are from Europe.

The Innovation Shortfall: A Critical Question

The growing disparity stems from superior productivity growth in the US, fueled by breakthroughs and better use of resources. The landscape of global tech leadership is decidedly American. In the last fifty years, 241 US firms have scaled into companies valued at over ten billion dollars, compared with just 14 in Europe.

This disparity raises a pressing question: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe positioned? Most analysts agree it is largely a two-horse race between the United States and China, with Europe entering at a significant disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of key factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and agile network for financing new ventures. The EU has yet to establish a genuine capital markets union, a factor that limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can launch a service under a single regulatory framework to access a market of over 330 million. The EU, despite a bigger population size, is split among 27 different national regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was historically met with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has weakened its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, one can find reasons for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Notable analyses on European competitiveness and the internal market highlight the need for major changes.

With the right policies and rule changes, Europe's strengths could support much higher levels of commercial innovation.

Europe retains considerable advantages: high-quality human capital, top-tier schools and universities, and premier research institutions. Alongside a vast domestic consumer base and substantial household savings, these elements have the potential to trigger a surge of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in developing next-generation tech, it can still significantly increase productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now faces a critical moment. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. However, without bold steps to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
